Specification for Hipparcos catalogue

sample_simulation_base.ini - Create an instance by using initialization function

HipparcosDatastructure has four elements, hipparcos_id, visible_magnitude, right_ascension_deg, declination_deg.HipparcosCataloguestores the data as a vector ofHipparcosData.
